Yes, as long as it's from a source you trust — download it only from this page. Android blocks installs from outside the Play Store by default, so you'll need to allow it for your browser or file manager the first time.
Open the downloaded file. If Android blocks the install, go to Settings → Apps → (your browser or Files app) → and enable "Install unknown apps" for it, then try opening the file again. You only need to do this once.
Almost — the web app covers requesting and tracking rides and paying, but notifications only work while the browser tab is open, since a browser tab can't run a background service the way the installed app can.
